In a groundbreaking move, the recent national budget for 2023-24 in Bangladesh introduced several ‘firsts,’ with one notable inclusion being implementing a carbon tax. Passed by Parliament, this new tax addresses environmental concerns and promotes sustainable practices, particularly in the automotive sector.

Effective July 1, 2023, the carbon tax introduces surcharges for individuals or companies owning more than one car, varying based on engine capacity.

Carbon Tax Structure: Driving Environmental Accountability

Under the carbon tax, owners of additional vehicles beyond the first one will face environmental protection surcharges, ranging from Tk 25,000 to Tk 3.5 lakh. The surcharge amounts are engine capacity-dependent, encouraging responsible ownership.

For instance, vehicles with engine capacity up to 1,500cc will incur a Tk 25,000 surcharge for every second and subsequent vehicle, doubling to Tk 50,000 for capacities from 1501cc to 2,000cc. The tax structure intensifies for higher engine capacities, reaching Tk 350,000 for second cars with 3,500cc and above.

Strategic Approach: Clean Energy Goals and Nuclear Energy

Bangladesh’s introduction of the carbon tax aligns with its commitment to a cleaner, sustainable energy future. With low current carbon emissions, the country aims to achieve 40% of its energy from clean sources by 2041.

Towfiq-e-Elahi Chowdhury, the energy advisor to the prime minister, emphasized the role of nuclear energy and new technologies in this clean energy transition. The strategic approach involves diversifying energy sources and embracing innovative solutions.

Global Trends: Incentivizing Low Emission Vehicles

Internationally, governments incentivize low-emission vehicles, particularly hybrid and electric cars, after introducing carbon taxes. Countries like Japan, the USA, France, the UK, China, and Norway have successfully implemented policies encouraging the purchase and use of eco-friendly vehicles. Incentives often include reduced car purchases and maintenance taxes, fostering a shift towards cleaner transportation.
